That’s why we are working with Bloom CPAs to make sure companies in our region, particularly those in federal contracting and those looking to scale their operations, understand how much strategic pricing and rate structuring can affect a company’s potential. Key focus areas include; Calculating fringe, overhead, and G&A rates. Forward pricing rate agreements for government bids. Unit economics and cost-of-goods-sold (COGS) optimization for scale. Meet your presenter, Shannon Bloom, CPA, CFE Shannon Bloom, CPA, CFE, is a founder and CEO of Bloom CPAs and Advisors, LLC, a CPA and government contracting (GovCon) consulting firm helping small businesses, including federal contractors, build defensible pricing structures, indirect rate models, and cost accounting systems that protect profit margins. Originally from a small town in North Carolina, Shannon built the foundation of her accounting career during an 11-year tenure as a civilian with the United States Air Force, working in accounting offices at RAF Lakenheath, United Kingdom; Los Angeles Air Force Base, California; Joint Base Anacostia-Bolling, Washington, D.C.; Yokota Air Base, Japan; and Patrick Air Force Base, Florida. Since leaving the Department of War (DOW), she has worked in corporate and small business accounting — including small business federal contracts — advising clients on the pricing strategy and indirect rate structuring that determine whether a government contract is actually profitable. With a background in fraud prevention and internal controls, Shannon earned the COSO Internal Controls Certification in 2018 and became a Certified Fraud Examiner (CFE) in 2020, bringing a rigorous, compliance-first lens to government accounting compliance and general management accounting.
